I am not aware of a means of editing the right-click context menu for Outlook folders.

However, I think that jv16 PowerTools may offer a utility that allows you to do so for right-click Explorer context menus. But I don't know if that tool would necessarily work on Outlook folders.

What version of Outlook?

It may be possible by using Personlized Menus (Tools -> Options -> unclick full menus) and never using the menu item.

Might one ask why? as people I know plus myself need this command to empty the deleted items folder easily.
