Bitlocker + TPM on ThinkPad T43 ? -- I must be a n00b

I did some searches on this and didn't see my scenario. I thought I knew what I was doing, but apparently not.

My ThinkPad is a T43 (2668-92U). It has the Windbond TPM in it. I have the latest BIOS and Embedded Controller firmware installed. I did a fresh install of Windows Vista Ultimate.

I have installed Repair and Recovery as well as the Client Security Solution software. The Windbond TPM is detect in Device Manager and has the driver set up and it appears to be "working." That is, Device Manager doesn't show and problems with it.

The ThinkPad CSS tool does not seem to recognize the TPM (it shows all of the security as "Software Based" rather than "Hardware Based").

The BitLocker setup tool reports that no TPM was found.

I've done a lot of Googling on this and not found anything useful. What am I missing? What should I do to make the TPM work for BitLocker?

Bitlocker requires a TPM in version 1.2 or higher. As far as I know, the T43 has an older one (1.1?).

BitLocker does not need a TPM at all though. You can set it to use a key on an USB flash memory device as boot authentication mechanism.
