Error 1722: IBM rescue and Recovery with Rapid Restore

Whilst trying to install the latest version of RR. However I get the following:

Error 1722: There is a problem with the windows Installer Package. A program run as part of the setup did not finish as expected. Contact your support personnel or package manager.

Looks like there are other people with this Error 1722 also:

I have latest drivers and bios. I have tried shutting down all progams whilst installing as suggested in the posts above , but still with the same error. Oh well . .
