One can reverse the Fn and Ctrl keyboard functionality by using the BIOS. I would like to do this.
However, I would also like to swap the keys themselves, for obvious reasons.
Does anyone know if it can be done?

Only if the keycaps are physically the same size. This depends on the exact laptop model. And you have to remove them very carefully without breaking any part of the mechanism.
