I have X60s with WWAN running Ubuntu 12.04 LTS (i386). On my 3G card (MC8755) I only get download speeds of 0.32 ... 0.38 Mbps, as measured by speedtest.net. This looks like EDGE (2.5G) speeds to me. In comparison, on the external Wi-Fi 3G router (ZTE MF-30) I get 1 ... 3 Mbps.

I live in St.-Petersburg, Russia. I am connected to two GSM service providers, Megafon and MTS; the results are similar for both operators, with the 3G card and the router. Both my 3G card and the router are unlocked with DC-Unlocker. I remember seeing 1 Mbps speeds with Megafon and Windows, back in 2009 (in 2009 1 Mbps was maximum what you could get here with 3G).

Any suggestions how I could make my 3G card work at full speed?

You should really read the book again.

2.5G actual means 112kbit and it's NOT 0.384mbit (i guess you mean 384kbit) which is about 42kb/sec. I guess your provider have locked down the speed to 0.384mbit. Sometime for some reasons, they cap traffic. However, starting a transfer through scp often uncaps the modem for unknown reasons (don't ask why - it just does)

Using pure 2g speed for internet connective is about 9.6kbit/s and it's not fun to surf the web with that at all. (dialup with a mobile modem is NOT fun - but it's often flatrate)
