X60s: 3G modem only works at 2.5G speeds

Hello,
I have X60s with WWAN running Ubuntu 12.04 LTS (i386). On my 3G card (MC8755) I only get download speeds of 0.32 ... 0.38 Mbps, as measured by speedtest.net. This looks like EDGE (2.5G) speeds to me. In comparison, on the external Wi-Fi 3G router (ZTE MF-30) I get 1 ... 3 Mbps.
I live in St.-Petersburg, Russia. I am connected to two GSM service providers, Megafon and MTS; the results are similar for both operators, with the 3G card and the router. Both my 3G card and the router are unlocked with DC-Unlocker. I remember seeing 1 Mbps speeds with Megafon and Windows, back in 2009 (in 2009 1 Mbps was maximum what you could get here with 3G).
Any suggestions how I could make my 3G card work at full speed?
