I downloaded Network Manager for Dapper and Eft a few times these past few months using Automatix2, and command line. There is no Network Manager app on any of my menus. How do I get it going? I can't see what networks are available!

It has been a while as it always just starts for me, however (from memory) what I believe you want to do is run nm-applet. I don't use gnome so I don't know if it will auto start at each login there-after or not.
