T450 - USB does not appear in F12 boot menu

I'm trying to install Windows 10 on a T450 laptop that I recently received. I'm using a USB drive for the installation. I've used this USB drive previously for this sort of installation so I know that it works. Usually the laptop boots automatically to USB or I click F12 to see and select USB from the boot menu. In this case, however, I do not see USB as an option. I've tried changing many settings within BIOS (e.g., UEFI vs Legacy mode), but cannot get the USB to appear. All I see is ATA HDDO: and PCI LAN: I've also tried booting from all three USB ports with the same result. Am I missing something in the BIOS settings?

Maybe the rest of those drives are in the Excluded portion of the BIOS/Startup?

It seems that the problem is that two of the three USB ports on this eBay purchased laptop are faulty. And I was trying to boot from the USB port to install Win10 on a blank SSD.

So, I put in an SSD that already had Win10 installed on it. I was then able to boot into Win10 and test each USB drive. That's when I found 2 of the 3 USB's not working. Further testing is planned!
