After charging, it says I'm 100% charged--but when I go to use the laptop on the go, my power meter states that I've only got about 2 hrs of battery life on that full charge. This, to me, is way off. I've only got 17 cycles on this battery and the health is green. Is the meter wrong? Or is something going on with my battery? I've got all of the power management features on and the screen brightness down to 1 bar. It seems pretty ridiculous.

For a 6cell (48Wh) 2 hours of battery life mean you consume ~24w.
That's quite much. Mine for example sets between 10w-13w. 10 being while the HDD no longer runs (when I'm reading something), no fan and lvl 1 brightness, no CD reading, no wifi, no sound :)
First thing I would check is that if Powerplay is enabled (Display Prop -> Advanced -> Powerplay). A while back I had a large power consumption problem, and later discovered Powerplay didn't work as expected (thought I was always on AC).

We can probably give more helpful answers if you tell us (1) The type and model number of your system (e.g. ThinkPad T40 Type 2373-12U) (2) The Watt*Hr capacity of your battery (3) The typical power consumption while using the battery.
You can find the information requested in (2) and (3) by clicking the green battery maximiser gauge next to the system tray, selecting the battery information item, and looking at the status detail tab in the battery information window.
