Bios Locked

Hi Guys, bought a T61 without HDD or Power Supply to replace my beautiful Z60t. So when I try to boot it says Cannot boot from any device - It lists the Current boot order as HDD0 and device not found, which I knew. but it goes on to say
Excluded from boot order:-
ATA HDD1
ATA HDD2
PCI LAN
ATAPI CD0
ATAPI CD1
USB FDD
USB CD
USB HDD

At the bottom of the screen it reads <to modify boot order> Press F1 at Power-on. Select Startup.

I suppose my question is, how can I change these settings. I can get into the bios but not easily, all the normal methods lead to this screen and pressing F1 leads to a padlock icon.
When I get to the Bios,I cannot change the boot order or much else - I can change quick boot so I now know there is three GB of RAM. Since the machine was sold with no HDD I suspect some techie wanted it. Any ideas :(
