What Don't I Understand About System Update?

The patient is a T60p, Windows 7 x32.

I ran System Update 4 today, as I try to periodically do, and it showed no updates for my system.

I then went to the Lenovo support site and observed a year-old-plus BIOS, 2.27; I'm running 2.07 on this machine.

So I manually installed 2.27 without incident.

But the obvious question: was System Update supposed to find this update, or are BIOS updates considered special and beyond the purview of System Update? If so, what else is expected to be manually installed?

System Update often just doesn't work. Recently it's been my experience in an increasing number of cases.
