r40 cpu fan activity

hi
my r40 fan activity is like every 30 seconds it blows on full speed and for next 30 seconds it goes off.
because noise is factor here, i want to change this behavior, i prefer to keep the fan turned on always but at half the speed with less noise.
are there any way to control the fan the way i like?
