I don't know what this feature is called but it basically allows you to scroll by moving your finger on the touchpad in circles.
You usually activate it by placing your finger on either the right (for vertical scrolling) or bottom edge (for horizontal scrolling) and then moving the finger in circles on the whole touchpad area.
I would expect there is an option in Mouse settings to turn it off but I cannot check this at the moment.

The feature is called ChiralMotion. To disable it, go to Mouse properties and then to TouchPad settings. There's a checkbox for ChiralMotion on the 1-finger scroll page. Just uncheck it.
