Thinkpad X230 IPS Screen issue

I just bought Thinkpad X230 IPS screen laptop
Want to check whether anybody else have this issue

When i have blank screen opened ( for example opening a new browser window with blank page )

i can see black lines running from bottom to top.. ( is it a screen refresh which looks like this ? )

what could be the issue ? Should i contact lenovo for this ?

I have several old 15inch IPS screens, but never saw anything you are describing.
That could be a hardware defect.

Document it!
Try the little utilitly Dead Pixel Buddy and see if you can reproduce it. This tool is switching from one solid color to the other in full screen mode.
Try to make some representative photographs or a short video and publish it here.

In any case such artefacts should not appear on a brand new laptop.
I recommend you contact your dealer and Lenovo Technical Support asap.
