Certified Reutilized Part - What does this mean?

Hello,

I ordered a replacement power adapter and it arrived with a sticker stating 'Certified Reutilized Part' on both the shipping container and the adapter. Does this mean the unit is refurbished?

I am suprised as I ordered from (official) IBM Spares. Should they have really supplied me with this unit when my expectation was that I was buying a new unit?

As a side note; can this sticker be cleanly removed from the unit or is it tamper-proof and will leave a mess behind?

I believe that would mean it's either refurbished or used and tested.

And personally I don't see any problem. If the part works, and if it wasn't advertised as new, what's the issue?
