t43 power manager problems

I had the basic power mgr program (ibmpmsvc.exe~ ibm max miser) program running (the little upright blue battery icon) and upgraded(d/led)/installed the enhanced version, pwmeui.exe~g6u709ww.exe(the lime green sideways battery).

This enhanced version either will not start at all (i get a dll error.(pwrmgrtr.dll)) or if it does start, when I right click the lime green battery icon's "Launch Power Manager" button, it will not allow me to launch the full blown program. It will display the splash screen and in the background behind the splash screen, another box/window appears but will not completely load. It just locks up and stays that way(all white) in the center of the screen with the only option is to start task mgr and kill the process!

Is this a common problem and is there a patch/fix/solution/cure?

After googling my problem and going a few other places most hits are people in the same boat with no solutions or the same attempts with no success!m and reload

i.e. 1) remove other/older battery manager type proggies
2) remove current program and reload fresh
30 reformat drive and start COMPLETELY fresh (that aint happenin' for me)

none of the above worked

one hit suggested a net framework conflict. can any one concur?
