I just stumbled across the following tip which seems to work pretty well on my X220 running Windows 7.

FYI, you can launch Task Manager [ctrl-alt-del] > go to the Performance tab > click on Resource Monitor... to see if you have any parked CPU cores.

I found the option "Processor performance core parking min cores" showing up in Control Panel > Power Options > Change plan settings > Change advanced power settings > Processor power management, after the regedit fix, however it does not show up in Lenovo's Power Manager.
