I'm admin but can't do "admin stuff"

Hi, I am the only user on my thinkpad so i think that i am the admin.
I try to change the toutsh pad and make it faster but i can't.
The controler to make it faster is grey and i cant move it

i don't know about win8 but win7 and some earlier versions have some sort of super admin mode..
check the M$ help web site..
i could do it for you but i'm in the middle of something else..
if you can't find it PM me and i'll do it..
