external drive issues

Hello and thanks in advance for any help you can give. I have an x61 tablet that won't boot- I get a blue screen and I can't seem to fix it.

I have a usb external drive and a OS to install but I can't get the laptop to recognize the drive.

I went into the bios and moved the usb cd up to the top of the boot sequence but no luck.

I enabled low power support for USB

i AM USING BIOS VERSION 1.16

I know the drive works as it lights up when I power on
