Sorry to be pedantic, but by "installing" them did you run the downloaded 1AWC32WW.EXE file, then go to the C:\DRIVERS\WIN\WLLANACT\ directory and then execute the SETUP.EXE file?
If yes, then you might want to look at the wireless card in the MiniPCI bay and confirm it's a factory unit. Somebody could have replaced it. If it IS an original combo card, then it might be bad. However, given that I've seen may a Windows OS install halt because of a bad MiniPCI card, this may not be the case here.
You also seem to be running in Standard VGA mode. You'll need the S3 SuperSavage/IXC16 driver. As to the "Unknown device", when you find out what it is, please tell me

. I recently went through a Windows 98 install on a T23 and I too had this entry in Device Manager. I could not figure it out, but the system seemed to be running fine, so I left it alone.
