R/C Off-Road Car: Choosing a Charger+Battery 4S ?

Any RC hobbyists here ?
I made a aluminium\stainless DIY off-road car now everything is ready but I don't have a charger or battery... (I can order from:Ebay,Hobbyking,or... that ships to EUROPE)

Best\Cheap\Reliable with XT60 connectors:
1.) Charger for 4S LIPO ? (with internal power supply)
2.) Battery LIPO 4S(4Cell=14,8V) ?

For DIY Off-Road Car size between 1/8-1/10.
I use two(2x) brushed 24V 1000rpm(6000rpm) geared DC-motor(Zheng motor) for both rear wheels.
+ Chinese aircooled brushed ESC 320A with 2x Motor connection.
