0190 Critical Low Battery T23

My t23 won't start anymore with or without the battery in. Thought it was the internal battery, but replaced and still nothing. Tested the cord with a volt meter and that is fine. Lion battery is ok. But I still get this error and then it shuts off.

Can't go into bios, can't do anything.

Also, can't figure out how to take the computer apart to check the motherboard.

Any help would be greatly appreciated

link works now, but still can't figure out what is wrong with my thinkpad. Search forum and can't find out what went wrong. Just happened all of a sudden.
