Dock with no external power

If the laptop is in the dock station, and the power to the dock got interrupted, I suppose the laptop should start running on battery, .. but, will the ports in the dock still function ?

The laptop is T520.

If the USB in dock have few HDD connected, will they remain to function over laptop's battery power ?

No, the dock needs a power supply connected to it.
