How come enhanced experience software isn't available to download?

[UMPC2024]

I was thinking about what to do in case I ever needed to do a fresh install of Windows 7 and wanted to find how to download the hard drive stop feature found in the "enhanced experience" package that is preloaded by Lenovo.
Before I go any further, does this program even work or do the built in hard drives automatically stop anyways?
