This is a brand new, "probably works" unit, until it catches fire or blows up your laptop. Since I am required to name a price, this beauty can be yours for $10. The history is, I bought it before I myself became knowledgeable about the hazards of bogus adapters.
But I don't actually want $10. I would like to send it to someone inclined to do a complete study of it, to be posted for the benefit of all those who don't understand the difference. This study should include weight & dimensions, dissection and photography of the innards. It would also be useful to include ripple and regulation measurements on a dummy load. I wouldn't have the nerve to attach it to a working laptop.
