No icon after resuming from Standby in Outlook Express

ThinkPad X61 7674, WinXP Pro SP2 x64 but problem also is in x86. If Outlook Express is running during the fade to standby after returning the icon Send and Receive All disappears from toolbar:

That program is rather old (2001) and is only part of XP.
Support for XP (incl. OE) died in 2014.
I'd like to suggest a viable replacement: Mozilla's Thunderbird.
It's easy to import OE messages.
It's much easier than in OE, to transfer T'bird messages to another computer or OS.

I think that it has nothing to do with the ending of support, I just found a bug in the system or OE which maybe occur only in ThinkPad?
I recently found another problem which is solved without any update, please read this: Cursor jump when try resize canvas in MS Paint
Writing that support has ended is no solution to the problem.

I don't think I have used M$ Paint since Windows 95, been using Irfanview for probably close to 20 years.
I've never used Outlook Express either.
I first used Eudora for many years since the early '90s, followed by Thunderbird since about 2005.
I also never use Standby or Sleep modes (mostly I'm on my desktop).
I would still blame your problem(s) on bugs in outdated and aged software.

You would not have had such problems if you had switched over to a more modern product!
Maybe you need to close that program before switching wake/sleep mode.

Solicitations for the transition to the newer product is not a solution
If the fuse in the car is damaged then I have to replace the entire car?

Since you live in Eastern Europe, replacing a Russian-made fuse with a Western-made fuse might well have solved your problem... :jhem:
But these are semantics, I don't know the cause of your software problems.
And I've been in software development (Cobol and Assembler for mostly bank-applications) since 1968...

Probably file corruption after restarting, unlikely anything TP related unless memory is starting to fail. memtest might be useful to test your memory.
