can't set up the home page for internet

Hi guys! I can't set the the home page in the "internet options..."
Everytime I fix the home page address, it only works before i shut dwon or restart the computer. when i turn it on again, it shows up the default homepage (www.msn.com) and has no change.
anybody know why??

if you're using access connections, choose manage location profiles, edit, internet explorer and set your home page.
