ATI RADEON X1300 DRIVERS

guys is there a driver/software that can block the x1300 from being over clocked? i was using powerstrip to slightly over clock my car and now after a fresh install of windows i can no longer use it. it always reverts back to the original clocks after i adjust them, i installed the Catalyst control center and the driver provided by windows, what other software could i possibly need in order to use powerstrip? thanks!
