If you remove the battery it will start?
If so you probably have a bad power circuit and need your motherboard repaired or replaced. If this is the case I probably have one for you and you're welcome to send me a PM if you'd like my help.
The power cycling "trick" you refer to is you remove the battery and AC power, press the power button ten times, holding a few seconds each time, then a full 30 seconds on the last. This will drain the capacitors and can sometimes clear this type of error, but if you have a hard error that won't clear it sounds like you need a new board, and fixing your board usually cost more than a replacement. You may also want to consider an upgrade to a T61 board as that opens a lot of performance improvements and options.
