Question about an X220 / X220T

I'm watching an X220T that visually looks pristine in every detail, but it's marked as working BUT having ALL usb ports not working, and the vga port not working.
Is this something possible ? ( I'm wondering if it was just badly tested / misconfigured somehow or if the board is known for something like this to happen if unlucky)

I've never come across an issue where all the IO fails at the same time, but they can be disabled in the BIOS. Might a previous user have disabled them for some reason?

That's a good question, and indeed I sent an inquiry about the usb status in the bios.
But is there actually a way to disable the vga external port, in the bios ? I was thinking it didn't exist, such option
