USB hub with charging

OK, spent the better part of a week looking for a USB hub that will ALSO charge my phone at a decent rate. I found a nice Insignia that from the factory comes with a 3 amp charger but it takes more than 12 hours to charge anything from it.
Needs
USB 2.0 is fine
4 ports is fine
External power
Likes
At least 1 amp on one port, would like 2 amps
Fancy is not needed
Decent priced (around $20 to $25)


Suggestions?

Transcend TS-HUB3K promises 2 amps, at least for the iPad

I use an Amazon Basics 4-port USB2 powered hub... works well enough and 2.5A (USB3 version is $16.99).

Reliable as I always have it powered on and has lasted a few months so far in continuous use... OK only a few months but still happy.

Does that provide charging power when it's connected to a PC?
That was one of the issues that reviewers found with some charging hubs; you only got the high-power output when the hub wasn't connected to an active upstream USB port.

I got the Anker 7-port hub after reading this (before the 2017 update): http://thewirecutter.com/reviews/best-usb-hubs/

It charges at around 500ma when plugged in with out the power supply. Plugged in 3 of the port provide more than 2 amps EACH. No issues ith charging multi cell phones at the same time, quickly.
