Yes, the W700's heatsink can handle that, I just did not like the idea of having a slow quad-core. Most of my workloads tend to be very centered on single-threaded performance, which is why I never used a Core 2 Quad on my W700.
If I did recall properly about a W700 that had a QX9300 that was overclocked, it hit 3.2GHz on all cores. Must have been fast for sure, but I don't have a QX9300 to test right now. Though, I might get a QX9300 once I am done with my laptops that seriously needs repairs.

Overclocking/tweaking without stability means nothing as it's not useful. Stability test along with proper screen shots are key to authenticity otherwise it's just another wild internet claim. That's our retro way of doing overclocking and is a practice that is generally followed to this day. You guys should check out some overclocking forums. Next up nitro!
May 24 hours of Prime95's small FFTs suffice for your stability requirements? This is what I use to test if my overclock is anywhere stable.
