Use lowest cpu-freq possible

Hello, perhaps anyone can tell me how I can permanently make Windows XP use the lowest cpu frequency available on my IBM X24? Its default speed is 1.13 GHz, and it scales down to 733 MHz during low cpu-load. I want it to stay at 733 MHz all the time, since it keeps the temps down, and it is also sufficient to run all my programs fast enough. I find no power-scheme in Windows that makes it use 733 MHz all the time.

I use Mobilemeter to monitor the cpu frequency, and when running on battery, together with low battery status, I can see the cpu scale down to 566 and 533 MHz sometimes. Is this really correct monitoring? If setting 533 MHz is possible, I wouldn´t say no to that.
