Booting Problem

This is my first time posting here, so thanks ahead of time.

I've had my 600E for 4 years now, without a problem. The battery had been getting weaker (1/2 hour per charge) but nothing serious.

Last week I had a blackout and the laptop was on, and plugged in. So, the battery went completely dead. Now, the battery won't charge. The yellow light keeps blinking.

When I tried to plug it in, and reboot, it failed to boot(Win2k). A BIOS error flashed on the screen, but I was unable to see the message.
I then booted into the system check and did a test on the system board. I
got the following error:

DEV 001
ERR 91
FRU 3610

Does anyone know that these mean?

I booted into LOGGING mode, and then into SAFE mode (to view the log) and discovered that it failed when loading the power management driver. After removing the main battery, the system booted fine.

Is this a battery issue, or a charger issue?

It's a battery issue, either run it without the battery or get a new battery but don't use the dead battery anymore. (except for a paperweight :) )
