Regional/language setting affect IE/My computer

i used to use njstar when i want to read chinese on win xp pro on my t41p

but i know with windows, control panel -> regional and language settings, you can set one preferred language, eg chinese traditional or simplified

but strangely if u choose chiense traditional, if a webpage appeared in simplified chinese, even if i use njstar, it wouldnt decode

but then with win mx, if i want to download chinese mp3 songs i will need to use that language settings coz njstar cant decode those chinese words on win mx, BUT by doing so, i realized the IE and my computer icon on the quick launch bar and Start up menu DO NOT WORk .... STRANGE
the taskbar will even flash once after u press either the IE or my computer icon

anyone experienced this strange one or is it a window bug ?
