T23 Battery Gauge Problem

My T23 is always plugged in, however it keeps vacillating between correctly recognizing that it is plugged in, and running on the battery. The battery never dips below 99% before the laptop reverts back to recognizing correctly that it is indeed plugged in. If the laptop incorrectly thinks it's NOT plugged in, all I have to do is to remove the battery, and the laptop will switch back to being plugged in with the corresponding increase in screen brightness. Any thoughts as to how to fix this? I tried taking the battery out completely but the laptop won't boot without it.
