Broken T23 Wont Post

I recieved a broken t23 and when ever i try to turn it on all it does is just makes a huffing noise through the fan, but wont show anything on the screen? I was wondering if anyone has had experience with this or any ways to troubleshoot this?

edit: OK i tried reseating the CPU and nothing

That usually means the system board is dead. This is a long shot, but have you tried connecting an external display to the machine to see if anything shows up?
