I suspect you do not have this device installed. Do you see "System Management Bus controllers" in device manager? What led you to believe that you needed this file?

This doesn't exist on my T42. Did you check the following from the first link you provided?
----------------------------------------------------------------------------------------
1. Click Start, select Settings, click Control Panel.
2. Double-click System.
3. Click the Hardware tab, then click Device Manager.
4. Click the + sign next to System Management Bus controllers.
5. Right-click IBM - SMB Device Hub, then click Properties.
6. Click the Driver tab, then click Driver Details. The location of the
smbusdh.sys file will be displayed, either
C:\WINDOWS\system32\drivers\smbusdh.sys or
C:\WINNT\system32\drivers\smbusdh.sys, as well as the file
version. If the version is less than 6.3.0.02, the file should be
replaced.
----------------------------------------------------------------------------------------
Do you show System Management Bus controllers in Device Manager?

Ok, when you go into Device Manager, double-click on Intel 82801FB/FBM SMBus Controller - 266A, choose Driver then Driver Details.... You should see there the full path of the file and the filename. If the filename listed is not smbusdh.sys, then you should not try to update the driver. If the filename is smbusdh.sys, then the path shown there is where the file should be located.

FWIW, on my T42, even though a driver version is shown, there are no drivers associated with this device. I suspect the driver is part of the Intel Chipset drivers shown HERE (for the T43).
