X31 1.6Ghz slow in responding to IE scrolling??

CPU is set to max speed as far as I can tell, and nothing else is running. Taskbar doesn't show anything chewing up cpu cycles.

Only IE is opened. When I use the up and down arrows to scroll the pages, the pages scroll up and down very slowly. Using page up and page down keys it's ok.

When I hold down the down key and let it scroll it seems to choke up and take intermittent pauses??

Anybody know what may be causing this?

If I hold onto the scroll tabs at the right with the mouse and slide and up and down it's normal and responsive.

In your keyboard properties (control panel), what is 'repeat delay' and 'repeat rate' set to?

Tried it, seemed to help but still quite a bit of lag time between scrolling.
