IBM Client Security - Password Manager

Another question...

I installed the client security to use the password manager. I set up a paraphrase and added some sites logon information. It is very useful but I have one problem:
Every first time I try to retrive logon info after reboot or shutdown I have to enter the paraphrase, and then swipe my finger to get the info. After I enter the paraphrase once, I don't have to re-enter it until next boot. I have only to swipe my finger.
What is it needed for? I want only to swipe my finger - not to remember this paraphrase and enter it each time. Is it a problem in my settings or it's supposed to be like that? Can I change it?
