T23 will only work from battery and not from power cord

I've used the search function but I haven't found this exact problem. I'm looking to buy a used Laptop from a local person. He says the only problem is that it will not turn on with the power cord plugged into the wall. If plugged in to the wall it will charge the battery. You have to unplug it from the wall and run it from the battery to turn it on.
It's a T23
Any ideas?

Be afraid, be very afraid! I would look for a T23 from a not-local person! There is no reason to have to fool with booting that way. Search eBay, there are a LOT of working T-series cheap!!

Take the battery out and see if it boots on AC adapter only. You could have a shorted battery.
Theres a good reason why IBM warrants the battery for only 1 year and it's not nessessarily the fault of the battery.
