seems like i just had to change it to some other settings and change it back, apply it, and the standby feature worked right away.

It's a pretty common mistake to hit the "new topic" button, which is inconveniently placed next to the "post reply" button.
At a forum where I used to be a moderator we solved the issue by removing the "new topic" button from the thread display. That way you could only create new threads from the thread index page.
