Hazy (foggy) screen, where to start?

Got some A series machines where the display looks hazy (foggy). Inverter board or lcd? Also when I click on shutdown and it goes to the options screen for either (shutdown reboot standby)... The refresh rate drops and the screen flickers. Thanks.
