IBM X40 LV 1.5 use ram 1GB Pc3200 bus 400 ?

can use pc3200 DDR bus 400 on X40 LV 1.5 L2 2MB ?

Yes, it would work, provided it's SO-DIMM. But if you have a computer that only handles PC2700 ram, you won't get any more performance.

Make sure your PC3200 is DDR rather than DDR2.

Even though on the X40, PC3200 modules aren't any faster than PC2700 ones, if they are similarly priced, I would go for the PC3200 because it can be re-used on other more recent computers which you may acquire in the future.
