Help: Intel PM 735a on IBM Think PAD T40

I just upgrade the CPU on my IBM Think PAD T40 from Banias 1.3ghz to Intel 735 1.7ghz. Now I find the speed is only 600mhz. (set maximum speed in power and battery setting). My BIOS is 1.13

Please help me to use the full speed.
