Cpu doesnt throttle to 1ghz after standby on ac source

i discovered smth. Using power manager,set the maximum cpu speed under ac settings to lowest. now the cpu speed is at ard 997mhz. put the laptop into standby, upon resume from standby, the cpu speed doesnt throttle to 997mhz instead it stays at 1.66ghz. Regradless of the scheme used, upon resume from standby, and if i was running on ac power, the cpu speed does not reduce. can someone try this??? Use CPU-Z to look at the cpu speed..

FWIW, Mobile Meter reported the speed incorrectly until I changed the measurement method from "Measure Actual" to "From Driver."
