A22m video problem

I help out at my kids school with their computers and they have an A22m with a video problem.

There are five equally spaced flashing transparent blue bars visible on the LCD. They appear immediately (even over the IBM logo) so it does not appear to be a Windows driver problem.

Is the problem likely the LCD, video card, motherboard, or something else?

Anything I can try to do about it, other than to replace parts (not worth doing - it was donated to us and we don't have bux to spend trying to get it to work.)
