Strange Power Management issue

OK so I got the new old A31 going. It's identical to mine (and actually used to be my company computer at an old job), except the screen is much brighter from lack of use, and the video memory issue is not and issue (yet). So all is good except for this new problem.

The issue currently is the battery. I have had the same problem in either computer. The battery is healthy. When starting the computer it shows the battery indicator as orange and flashing. It alternates betwene flashing and solid orange. Once booted the battery guage shows as having no battery. The properties show 889MHz for a 1.6GHz processor, same as having no batery installed. If I remove the battery and replace it it eventually shows 100% with a green indicator, and the speed increases to 1.2GHz. I can't figure out what the problem is, nor cna I figure out how to make it run at 1.6GHz.
Also, if I run the computer with my rapidly dying ultrabay battery installed it runs perfectly.

In every case the charger is plugged in. I'm not running the computer ON the battery.

Any ideas?
