T20 LED Lights

Hello, I was wondering why my thinkpad t20 wont turn on the caps lock light and the hard drive activity light. the same thing happens on my friends t23, why is this happening?

The laptop won't turn on or the lights are just not working?

IBM TP T41p (1.7G/1GB/100GB-7k100/DVD-CDRW/SXGA+/BT)

IBM TP A31 (1.8GHz/512MB/40GB/DVD-CDRW/15" SXGA)

the laptop turns on fine, just those two led lights wont turn on where the power button is
