ultrabay stopped receiving drives

suddenly I can't fully insert a dvd or floppy into the T23 ultrabay. release latch seems ok. something is stopping the drives. what should I look at? should drives be inserted with the latch in or out?

Out. The latch should be out. When you push in the drive completely into the computer, then push in the latch to lock the drive in place.
