How to run T21 at 667MHz

How to run T21 at 667MHz
Under AC power, my T21 runs at a consistent 800MHz. Under battery power, it runs at a 667MHz and is much quieter and cooler. I've checked the Power Options, and don't see anyway to manually reduce CPU speed while using AC.
Any help would be appreciated.

I neglected to mention that I'm running w2k, so I needed to download and install the Speedstep utility. I did so yesterday and it works great - allowing me to drop the processor speed to 667MHz, thus generating much less heat.
